Herod's Law

When a garbage dump manager (Damian Alcázar) is appointed temporary mayor of a one-donkey Mexican town in 1949, he lets his ego get the better of him trying to earn the respect of the poor townsfolk (Guillermo Gil, Eduardo López Rojas, Salvador Sánchez, Isela Vega, et al.) and turns more corrupt than his predecessors.
